Recently, the Ministry of Industry and Information Technology issued an announcement on “Guiding Opinions on Doing a Good Job in Power Demand Side Management in the Industrial Sector” (hereinafter referred to as “opinions”). The introduction of this opinion aims to implement the basic national policy of resource conservation and environmental protection, orderly promote power demand side management in the industrial sector, optimize the industrial power structure, adjust the use of electricity, improve the efficiency of industrial energy use, and promote the industrial and national economy. Sustainable development.

According to the Opinions, the main objective of the power demand side management work is: by 2015, the electricity demand side management policy system in the industrial sector will be basically completed and the operation mechanism will be basically established; the electricity structure of the industrial industry and products will be more optimized and the development mode will be more scientific. Efforts have been made to rationalize the allocation of production factors such as electricity and electricity; the utilization efficiency of industrial electric power has increased significantly; the industry with high unit value of electricity consumption has developed rapidly; the output of units with high unit electricity consumption values ​​has been steadily increased; the advanced technology and application of energy-saving technologies have become more widespread. Industrial power consumption has gradually reduced the proportion of electricity consumption in the entire society; efforts have been made to cultivate 5-10 provincial-level Demand Side Demand Management Demonstration Areas for Industrial Power, and 25-30 key industrial enterprises have been ordered to carry out pilot projects for power demand side management. Efforts will be made to cultivate a group of industrial energy-saving service agencies with strong service capabilities and wide radiation.

At the same time, the "Notice" stipulates that the Ministry of Industry and Information Technology will carry out its work in the following eight areas: (1) perfecting the policy system and ensuring the orderly advancement of power demand side management in the industrial sector; (2) adjusting the industrial structure and developing the energy-saving type Industry; (3) Formulate an orderly power plan to ensure the balance between power supply and demand; (4) Improve the system of industrial energy conservation standards and promote energy-saving process technologies and equipment; (5) Promote the integration of the two industries, and promote industrial energy conservation through information technology (6) Improve the incentive mechanism to support the strengthening of the power demand side management in the industrial sector; (vii) Establish an enterprise evaluation system and vigorously promote the demonstration project of the power demand side management in the industrial sector; (8) Strengthen the system construction and improve the enterprise power consumption management mechanism.
