In order to ensure that the key tasks of the second phase (2017-2018) were implemented, the General Office of the State Council issued the key tasks of implementing the “Deepening Standardization Reform Plan†(2017-2018). )" (Guo Ban Fa [2017] No. 27). In order to implement the “Standardization and Quality Improvement Plan for Equipment Manufacturing Industry†issued by the General Administration of Quality Supervision, Inspection and Quarantine, the State Standards Committee and the Ministry of Industry and Information Technology, the China Machinery Industry Federation issued the “Guidelines for the Promotion of Standardization of the Machinery Industry in the “13th Five-Year Planâ€. Under the leadership and guidance of the National Standards Committee, the Ministry of Industry and Information Technology, the China Machinery Industry Federation and the China Machine Tool Industry Association, the Standards Committee actively and effectively carried out various efforts under the efforts of all members and the support of the members. Standardization work, according to the plan to organize the completion of the tasks assigned and issued by the superior authorities. The work of the Standards Committee and the work plan for next year will be reported to you every year, please deliberate. Main work of the Standards Committee in 2017 I. Preparation of the “13th Five-Year†Technical Standard System Construction Plan On October 17, 2016, the China Machinery Industry Federation issued a notice on the development of the “13th Five-Year†technical standards system for the machinery industry (Machine Federation [2016] No. 138). This work is a new task, which is related to the overall arrangement and development direction of the standardization work in this professional field during the 13th Five-Year Plan period. After receiving the notice, the Secretariat attached great importance to it and reported to the chairman in a timely manner. Under the guidance of the chairman, the working group was established, the plan was prepared, and the time schedule was planned. At the same time, in order to successfully complete the preparation of the program, the Secretariat issued a notice to all members and the society to collect the "13th Five-Year" standard revision project. On the basis of the solicitation project, the Secretariat has compiled and completed the “13th Five-Year Plan†of the industry prepared by the Abrasives and Abrasives Branch of the China Machine Tool Industry Association, the Superhard Materials Branch and the Coated Abrasives Branch. The “13th Five-Year†technical standard system construction plan for the professional field (draft), the “13th Five-Year†technical standard system construction plan (draft) for abrasive energy conservation and comprehensive utilization, and the professional safety production field of abrasives and abrasives "Technical standard system construction plan (draft). On February 18, 2017, the Secretariat organized a seminar on the construction of the “13th Five-Year†technical standards system in Zhengzhou City, Henan Province, and invited the directors and directors/deputy directors, secretary/deputy secretary-general and consultants of the clubs. The three drafts were discussed in detail with industry experts. After the meeting, the Secretariat revised and improved the three drafts according to the discussion opinions, and formed a formal “13th Five-Year†technical standards system construction plan. After review by the chairman, it was reported to the China Machinery Industry Federation on February 27. meeting. For the first time, the preparation of the “13th Five-Year†technical standard system construction plan will include the standardization work in the field of professional energy conservation and comprehensive utilization of abrasives and safety production. Second, the standard project work Project establishment is the basis of the standard revision work. According to the recommendations of the Standards Committee and the sub-technical committees on the recommendations of all the recommended standards and revision plans for the abrasive abrasives field last year, and the construction plan for the “13th Five-Year†technical standards system in the field of abrasives and abrasives prepared at the beginning of this year, On April 24, the Secretariat reported on 16 national standards for the field of abrasive abrasives such as “Ordinary Abrasive White Corundum†(two of which are brown fused alumina smelting furnace and white corundum smelting furnace energy consumption limit project), on May 19 On the day of the publication, "Ordinary Abrasive Packaging" and other 13 areas of abrasives and abrasives and "Corundum Smelting Safety Technical Regulations" 1 industry standard proposal for abrasive production safety. Since the higher authorities in this year should focus on the urgent work of the integration of mandatory standards, the review of recommended standards, and the construction of the “13th Five-Year†technical standards system, the handling of project proposals has lagged behind. The 16 national standard project proposals submitted are currently in the initial nuclear summary stage; the 14 industry standard project proposals submitted have not been publicized yet. The Secretariat will pay close attention to the latest progress in the submission of the project proposal, and follow-up relevant work in a timely manner under the deployment and arrangement of the higher authorities. Third, the standard revision work According to the standard revision plan issued by the National Standardization Administration Committee and the Ministry of Industry and Information Technology, the Standardization Committee carried out 14 standards revision and revision work in 2017, including 4 national standards and 10 industry standards. The national standard project comes from the fourth batch of national standard revision and revision plans in 2016, all of which are revised items, namely “Ordinary Abrasive Sampling Methodâ€, “Super Hard Abrasive Cubic Boron Nitrideâ€, “Consolidated Abrasives Hardness Test†and “Solid General requirements for knotting tools. The industry standard project comes from the second batch of industry standard revision and revision plans in 2016, all of which are revised items, namely “Ordinary Abrasive Zirconium Corundumâ€, “Chemical Analysis Method of Silicon Carbide Deoxidizerâ€, and “Superhard Abrasive Polycrystalline (Polycrystalline) Diamondâ€. Or cubic boron nitride composite sheet varieties and sizes, "triangular diamond polycrystals for superhard abrasive drilling tools", "consolidated abrasives milled rice wheels", "superhard abrasive products diamond trimming pens", "superhard abrasive products" "Diamond Abrasives for Stone Processing", "Coated Abrasives Sandpaper", "Technical Conditions for Coated Abrasives and Steel Sand Discs" and "Technical Conditions for Coated Abrasive Tubes". Although this year's standard revision and revision projects are all revised projects, the number is large and the tasks are still relatively heavy. For the above-mentioned planned projects, the Secretariat forwarded the national standard plan and the line plan respectively in February this year, requiring the project undertaker to set up a standard drafting working group as soon as possible and arrange the work schedule reasonably, carry out the work according to the progress and report the drafting work group to the secretariat. . In order to ensure the standard drafting quality and level, the 2017 standard revision task was completed on time. The Secretariat organized a draft standard discussion meeting in Shijiazhuang City, Hebei Province from June 6th to 9th. At the meeting, 14 items in this year's plan were held. Standard revision project, each standard drafting working group focused on discussing, reviewing and modifying the draft standard and related materials, forming a standard consultation draft and preparation instructions; meanwhile, in the standard revision process, the Secretariat carried out the relevant standard content. Research and test verification work. Under the unified organization and supervision of the Secretariat, the drafting working groups of the standards carried out the solicitation of opinions from July to August and completed the preparation of the materials for submission before the end of September. This will be submitted after the initial review by the Secretariat. Conference review. 4. Supervising assignments and other work (1) According to the requirements of the Office of the National Standards Commission on Printing and Distributing the Work Plan for the Assessment and Evaluation of the National Professional Standardization Technical Committee in 2017 (SFC No. [2017] No. 51), the Secretariat compares the requirements of various assessment indicators with Explain that the work of the work of the Standardization Committee from 2014 to 2016 has been sorted out, statistically analyzed and analyzed. At the same time, each sub-technical committee is required to provide more detailed and detailed individual data, which is ultimately prepared and compiled by the Secretariat. Evaluation report, self-assessment form, verification material checklist and test indicator certification materials. On the basis of the corresponding data preparation, the self-assessment conclusions are checked, and the two binding indicators meet the requirements of the I file. Five of the eight general indicators meet the requirements of the I file, and the three items meet the requirements of the II file. All the indicators meet the requirements of Grade II and above, and at least 6 general indicators meet the requirements of Grade II and above, and are classified into Level 2 requirements. The results of the evaluation of the Standardization Committee are determined as Level 2 self-assessment results, and in June. On the 26th, the self-assessment related materials were reported on time. The self-assessment did not meet the requirements of the I file. The main gaps were reflected in the following aspects: in terms of project declaration and standard review, the average voter turnout rate of the standard review committee was 79.1%, which was lower than the 8% I index; the management of the committee, the proportion of the members attending the annual meeting The average is 79.2%, which is lower than the 8% I index; the organization participates in the international standardization work, and there is still a big gap with the requirements of the I file. Ideas and arrangements, and targeted guidance on our specific situation. The Secretariat will do a good job in the mandatory standards of this professional field in accordance with the spirit of the meeting. Although the conclusion of a mandatory standard consolidation in my industry is to continue to be effective, we must be a staff assistant to the relevant department, provide technical support for standard management, implementation and feedback, and find that the standard content does not meet the needs. , timely propose amendments. V. Standard publicity work GB/T 2485—2016 “Consolidation Abrasives Technical Conditions†(instead of GB/T 2485—2008) The implementation date is July 1, 2017, JB/T 3715—2016 “Consolidation Abrasives for grinding abrasives 》(Replaces JB/T 3715—2006) and JB/T 4175—2016 “Consolidated Abrasive Fiber Reinforced Resin Cutting Wheel†(instead of JB/T 4175—2006) is implemented on April 1, 2017, the 3 items The standard is the most extensive product standard in bonded abrasives. In order to enable enterprises to correctly understand the new changes of the three standards and implement them well, and to ensure the quality of products, the Secretariat of the United Nations Abrasives Quality Supervision and Inspection Center was held in Zhengzhou, Zibo, Yongkang and Nanjing in April. The standard standard publicity training class gave a detailed explanation and publicity of the three standards. The heads and quality inspectors of hundreds of abrasive tools companies across the country participated in the training, carefully grasped the standard content, laid a good foundation for the standard, and received very good results. 6. International standardization work So far this year, the Secretariat has received a total of 4 international standards related voting items. In January, BSI requested to amend the ISO 13942:2000 "Consolidated Abrasives Limit Deviation and Round Jump Tolerance" CIB (Committee Internal Voting) project. For this project, the Secretariat submitted consent after consulting relevant committee members and experts. Revised recommendations; in April, ISO 5429:2012 "Label with coated chucks or chucks without chucks" SR (review) voting project was received. For the project, the secretariat consulted relevant committee members and experts. After that, the revised proposal was put forward; in September, the ISO 13942 CD (Committee Draft) voting project and the ISO 603 series "Consolidated Abrasive Size" special review voting project, ISO 13942 and ISO 603 series for bonded abrasive products were received. Importantly, the Secretariat organizers translated the voting documents and will submit them to the General Abrasives Branch for discussion at this meeting. In March, the Institute of Frontier Materials of Sumitomo Electric Industries Co., Ltd. contacted Liu Mingyao, the chairman of the board of directors, by mail, and proposed to solve the problem of standardization of large single crystal diamonds for industrial use and to win support from China. At the request of the chairman, the Secretariat reported to the International Cooperation Department of the National Standards Committee in a timely manner and listened to relevant guidance. At the same time, the Secretariat sent three major major single crystal diamond manufacturers and superhard abrasives and products to the country. The chairman, relevant committee members, and consultants forwarded the mail and solicited opinions. Under the comprehensive consideration, they proposed to the Japanese side the proposal to jointly propose the international standard for industrial large single crystal diamonds by China and Japan. On May 11th, the heads of the Institute of Frontier Materials of Sumitomo Electric Industries Co., Ltd., Mr. Goto Hiroshi, and two experts from Kakuya and Nakajima visited the Secretariat and discussed with us on relevant international standards. The matter of international standards was discussed in a serious and detailed manner. The Japanese side agreed to propose a joint proposal of the international standard for industrial large single crystal diamonds by China and Japan and reached a consensus. On October 11th, Directors Goto Katsuhiro and Kakuya and Nakajima and the three experts visited the Secretariat again. The two sides discussed the contents of the draft international standard proposal to be submitted and determined the tasks of the next step. And time progress. The Yellow River, Huajing, and Zhongnan Company sent experts to participate in the discussion. As mentioned above, one of the major gaps in the self-evaluation of the Standards Committee this year is reflected in the organization's participation in international standardization work, and it has not met the requirements of the I target. In the future, the Secretariat and the industry colleagues will work together to make tangible achievements in leading the development of international standards. 7. Management work of the Standards Committee Regarding the management of members, judging from the participation of members in the work of the work of the Standards Committee, in addition to the relevant management agencies and related personnel, due to more work and heavier tasks last year, although the Secretariat issued a notice of collection of membership fees, it did not have time to supervise. Only 54 units have paid their dues, and about half of the committee members have not paid. Up to now, 25 units have not paid their dues as required, and 26 units have not only paid their dues this year, but also the fees for last year. The payment was made. The membership fee is the guarantee for the work of the Standards Committee. It is hoped that the committee members who have not paid the dues will pay in time, and at the same time, they will praise the units that paid the contributions in time; 29 members did not attend the meeting of the Standards Committee last year. It is hoped that the relevant members and units can strictly abide by the provisions of the charter of the Standards Committee and consciously perform the obligations of the members. In this year's self-evaluation of the Standards Committee, the main gap on the other hand is that the low voter turnout rate and the low percentage of members attending the annual meeting during the standard review period, so the management of the members must be strengthened in the future. In terms of standard revisions, the Secretariat continued to strengthen the management of procedural normative and document quality. With regard to the procedural normative nature, the Secretariat insisted on unified control and organization of working groups to carry out the work as required, including unifying the work schedule, unifying the work requirements of each stage, and unifying the various time nodes; for the quality of document preparation, the Secretariat made every effort to The review of the phase documents, this year's 14 revision plans, the Secretariat has achieved full coverage of all projects from draft to review. The above measures have effectively ensured the high quality and efficient development of various standard revision and revision work. 2018 Work Plan of the Standards Committee I. Standard revision work Since the National Standards and Industry Standards submitted by the Standards Committee this year have not yet been approved by the higher authorities, it is currently impossible to determine the specific revision and revision work that the Standardization Committee should carry out in 2018. However, according to the proposal for the project submitted this year, if all the plans are issued, there will be 16 national standards and 14 industry standards revision tasks, and the workload is very large. The Secretariat will pay close attention to relevant matters and forward it in time after the plan is issued. Based on the progress of the standard revision work, the standard draft discussion will be organized in due course to ensure that the planned tasks can be completed on time and in good quality. The responsible units of each standard project may first carry out the relevant preliminary work of the standard revision and revision, and prepare for the smooth development of the future project plan. Second, the standard revision plan preparation work We must actively adapt to the new requirements of standardization reform, combine the characteristics of abrasive abrasives industry and the status quo of standardization work, strengthen the construction of standard systems, strengthen the conversion of international standards, focus on the development of key areas and key technical standards, review of aging and backward standards, and Revise and strengthen the implementation of standard projects in the construction plan of the “13th Five-Year†technical standards system. The Secretariat will organize the industry preparation 2018 according to the planning situation of the proposed project in 2018 in the “13th Five-Year†technical standard system construction plan of the abrasive abrasives professional field and the review of the relevant project proposals in this meeting. National Standards and Industry Standards Revision Plan, and the standard revision projects urgently needed by these industries are reported in a timely manner. In addition, the Secretariat will organize the project responsible units to participate in the national standards and industry standards in accordance with the needs of the work. Third, international standardization work First of all, continue to fulfill the voting duties of the international standard voting project, and actively reflect our opinions and suggestions to international standards to further reflect China's right to speak in the field of international standardization of abrasives and to promote foreign trade in the field of abrasives. Secondly, the Japanese side will do a good job in the joint proposal for the international standard for large-scale diamonds for industrial use, and continue to work hard to continuously improve China's influence in the field of international standardization of abrasives, and at the same time, we should make further substantive participation in international standardization work. Some contributions. Third, strengthen the research on the standards system of countries along the “Belt and Road†and major trading countries, carry out the translation of Chinese standard foreign language editions, and promote the standards of abrasives and abrasives in China with products and technologies. In response to the gap in the participation of international organizations in the 2017 self-evaluation of the Standards Committee, the Secretariat will conduct a full investigation and organize expert discussions to determine a topic to be submitted to the international standard proposal. Fourth, the standard committee re-election work Next year, the sixth session of the Standardization Committee and the four sub-technical committees will expire and ushered in a new year. The Secretariat will cooperate with the China Machinery Industry Federation and the China Machine Tool and Tool Industry Association to make a good preparation for the change of the session, and strive to draw a successful conclusion for the work of the Sixth Standardization Committee. The work will be carried out to lay a solid foundation. In the re-election work, the committee members and committee members are strictly examined and checked, and the committee members and members who fail to perform the duties of the committee members for two consecutive years without attending the meeting of the standard committee and not paying the membership fees are not recommended as the next members; The observers and units of the committee's activities are recommended to enter the next standard committee. In the future work, the members will be strictly assessed on an annual basis, and members who cannot perform their duties will be adjusted in time to ensure that the management of the members is in place. V. Training of members and standard drafters In recent years, the higher authorities have put forward some new requirements for the standard revision and revision work, especially the requirements for the standardization of procedures and the quality of document preparation. Judging from the review of the standard documents of each stage by the Secretariat in recent years, there are quite a few quality differences in the quality of project documents, which are repeated and revised, which consumes a lot of time and effort. In some cases, in order to ensure the progress of the project, the secretary I have to write it on my behalf. Of course, this is also related to the fact that some standard drafters are not familiar with the standard revision procedures and documentation requirements. In addition, judging from the performance of the members, the standardization work ability of some members is still insufficient. In particular, the new members will be added after the change, and the new members must carry out training on standardization knowledge. Therefore, in order to make the industry standardization work more smoothly and effectively, improve the standardization of the standard drafting process and the quality of the preparation of the various stages of the document, and ensure that the standard revision and revision work is completed in accordance with the plan quality and quantity, the Secretariat plans to change the committee members next year. Training related standardization knowledge with relevant standard drafters. Sixth, standard publicity work The implementation and application of standards is an important part of the standardization work. The Standardization Committee will strengthen cooperation with industry associations and quality supervision agencies, and combine the characteristics of the industry to do a good job in the implementation of standards. In 2018, the Standards Committee will increase the standardization training work according to the publication of standards, joint industry associations and quality supervision institutions, and organize 2 to 3 standard publicity training sessions to enhance the standardization awareness and quality awareness of enterprise management personnel. To deepen the understanding of the standards of enterprise technicians and ensure the smooth implementation of the new standards. At the same time, during the implementation of the standard, the Standardization Committee will establish an effective tracking feedback mechanism to provide a useful reference for standard review and revision.
