The Catalogue of Industrial Structure Adjustment Guidance (2019, Draft for Soliciting Opinions) consists of three categories: encouraged, restricted, and eliminated.

The encouraged categories are mainly important to promote economic and social development, and are conducive to meeting the people's better living needs and promoting high-quality development of technology, equipment, products and industries.

The restricted categories are mainly backward technology, do not meet the industry access conditions and relevant regulations, and prohibit new capacity expansion, production capacity, process technology, equipment and products that need to be supervised.
